Audrey Tang (Virtual)
Audrey Tang is a civic technologist and one of the world’s leading voices on digital democracy and collective intelligence. As Taiwan’s first Digital Minister (2016–2024), Audrey helped pioneer new approaches to public participation, using technology to bring citizens, government and civil society into collaborative decision-making.
Their work has shaped global conversations about how digital systems can strengthen trust rather than erode it. Through platforms such as vTaiwan and Join.gov.tw, Audrey has helped create processes where thousands of citizens can contribute to shaping policy, demonstrating how technology can enable pluralism, transparency and consensus at scale.
A former open-source programmer and contributor to the civic tech community, Audrey is known for advocating that technology should “amplify collective intelligence rather than automate division.” Their work sits at the intersection of democracy, digital governance and emerging technologies, exploring how societies can harness innovation while protecting human agency and trust.
